문화재청, 개도국에 등재신청서 작성법 전수 / 9.5.~7. 요르단 암만(온라인 생중계)

  문화재청(청장 최응천)은 유네스코한국위원회(사무총장 한경구)와 함께 9월 5일부터 7일까지 요르단 암만에서 ‘2022 협력국 유네스코 세계기록유산 역량강화 공동연수(워크숍)’를 개최한다.
* 유네스코(UNESCO : United Nations Educational, Scientific and Cultural Organization, 국제연합교육과학문화기구) : 세계 평화와 인류 발전 증진을 목적으로 교육, 과학, 문화 등 지적 활동 분야에서의 국제협력을 촉진하기 위해 1945년 창설된 유엔 전문기구
* 유네스코한국위원회 : 유네스코한국위원회는 <유네스코활동에 관한 법률>에 따라 1954년에 설립된 유네스코 국가위원회로, 국내외 교육, 자연과학, 인문사회과학, 문화, 정보커뮤니케이션 및 청년, 학생, 교사, 국제협력 등 다양한 분야에서 활동하고 있다.

  유네스코한국위원회가 문화재청의 문화유산 공적개발사업(ODA) 지원을 받아 14년째 개최하고 있는 ‘협력국 유네스코 세계기록유산 역량강화 공동연수(워크숍)’는 유네스코 등재기준에 따라 신청서를 작성하지 못해 기록물의 가치를 널리 알릴 기회를 놓치고 있는 개도국의 역량 강화를 지원하는 행사이다.

  이번 공동연수에는 9개국(요르단, 몰타, 수단, 오만, 이라크, 쿠웨이트, 투르크메니스탄, 파키스탄, 팔레스타인)이 요르단 현장에서 정식 참가하며, 4개국(라오스, 리비아, 카타르, 투발루)은 참관인(옵서버)으로 온라인을 통해 참가한다.
* 옵서버 : 정식 참가국은 아니나 워크숍에 참석하여 교육․자문을 받는 국가

  참가국은 자문을 희망하는 국가를 소관하는 유네스코 국가위원회로부터 미리 등재신청서 초안을 받아 서경호 서울대학교 명예교수 등 세계기록유산 등재심사에 직접 참여한 전·현직 국제전문가 단체가 심사해 선발했다.

  공동연수는 ▲ 유네스코 세계기록유산 제도에 대한 전반적인 내용 소개와 함께 ▲ 등재신청서 작성 시 유의해야 할 주요 개념과 작성 지침서 안내, ▲ 참가국별 등재신청서 발표와 전문가 검토·보완·평가 등으로 진행된다. 참가국들은 이를 통해 향후 실제로 유네스코 세계기록유산 등재신청서를 완성하여 국제목록 및 지역목록 등재에 지원하는 데 실질적 도움을 받을 것으로 기대된다.
실제로 지난 10여 년간 공동연수에서 다루었던 기록물 중 유네스코세계기록유산(Memory of the World, MOW) 국제목록에 10건, 지역목록에 11건이 등재되는 성과를 거두기도 했다.
* 국제목록 : 세계기록유산 일반지침(General Guideline)에 따라 유네스코 사무국에서 관리하며, 세계적 중요성(World Significance)이 탁월한 경우 선정함. 2022년 9월 현재 전세계 124개국 8개 기관에서 총 432건이 등재되었으며, 한국은 ‘훈민정음 해례본’을 비롯하여 총 16건이 등재됨
* 지역목록 : 지역적 차원의 중요성을 지니는 기록물로 유네스코의 권고로 설립되는 지역위원회가 별도로 등재심사를 거쳐 선정함. 현재 3개 지역위원회(아태, 라틴아메리카, 아프리카)가 운영 중이며, 이 중 아태지역위원회(사무국 소재지 : 대한민국 안동 한국국학진흥원)에 한국의 ‘조선왕조 궁중현판’ 등 3건을 포함하여 총 57건이 등재됨

  문화재청은 이번 공동연수로 전 인류가 더욱 풍부하고 다양한 기록유산을 보유하길 희망하며, 앞으로도 정부혁신과 적극행정으로 문화유산 공적개발을 내실화하고 협력국들의 세계기록유산 지속가능발전 기반을 마련하기 위해 최선을 다할 것이다. 

  The Cultural Heritage Administration of the Republic of Korea (CHA) and the Korean National Commission for UNESCO (KNCU) and the will be holding the 2022 UNESCO Memory of the World (MoW) Training Workshop from 5 to 7 September in Amman, Jordan. For the last two years, this annual workshop has been conducted online owing to the global COVID-19 pandemic, but this year the organizers have been able to arrange an on-site workshop again, and are collaborating with the Jordan National Commission for Education, Culture & Science (JONATCOM) to hold the workshop in Jordan. Portions of the workshop will also be provided online to a limited number of observers to increase accessibility, in particular since COVID-19 is still making travel difficult.
  The annual MoW training workshop started in 2009 to help countries prepare for the nomination process. Under the auspices of the CHA, KNCU has organized the workshop annually, focusing on countries and regions in which the number of inscribed items is relatively small. The workshops help participants to identify documentary heritage that is appropriate for nomination to the MoW International Register and provide a rare opportunity for participants to receive direct technical assistance from a group of international MoW Programme experts, potentially allowing them to dramatically enhance their nominations.
Nine countries have been selected to participate in this year’s workshop (Jordan, Malta, Sudan, Oman, Iraq, Kuwait, Turkmenistan, Pakistan, and Palestine), and four others have been selected as observers (Laos, Libya, Qatar, and Tuvalu).
  The workshop features special lectures on key concepts for MoW nominations, such as world significance and uniqueness, updates on changes to the MoW Programme following its recent comprehensive review by UNESCO, presentations by participants on the documentary heritage that they wish to nominate, and customized feedback on the nominations from the international experts. This year, CHA and KNCU are grateful for the help of the Jordan National Commission for Education, Culture & Science (JONATCOM). In particular, as a part of the field trip during the workshop, JONATCOM has helped arrange access to the Royal Court in Amman, which is not usually open to visitors.
  UNESCO launched the MoW Programme in 1992 to protect and improve access to significant documentary heritage all over the world. The vision of the MoW Programme is that the world’s documentary heritage belongs to everyone, and should thus be preserved, protected, and made freely and permanently accessible to all. One of the most important aspects of the programme is the Memory of the World International Register, which has been a powerful tool for increasing global awareness of the existence and significance of documentary heritage since it was launched in 1997. The register has come to be regarded as one of the most prestigious forms of recognition for documentary heritage with outstanding value and global significance, and more than 430 items have been inscribed on it to date.
  The training workshop aims to help strengthen participating countries’ capacities to identify, preserve, and utilize their documentary heritage through preparation of nominations to the UNESCO MoW Register. To date, a total of 10 items of documentary heritage have been successfully listed on the International Register by participants who have previously attended a MoW Training Workshop, and 11 items have been successfully listed on MoW Regional Registers. A total of 106 countries have participated in the workshop at least once, and workshops have been held for a variety of regions, including Asia and the Pacific (2009, 2011, 2013, 2014, 2015, 2018), Africa (2012, 2017), Latin America and the Caribbean (2015), and the Arab region (2019), while the online workshops in 2020 and 2021 had participants from all over the world.
*International Register: Managed by the UNESCO Secretariat in accordance with the General Guidelines of MoW and is listed when it has World Significance. As of Sept. 2022, a total of 432 items were register by 124 countries, 8 institutions. Korea has 16 items registered including “Hunminjeongeum Manuscript.”
*Regional Register: Items of regional importance selected by the regional committee established through a separate nomination review. Currently, three regional committees, Asia Pacific, Latin America, and Africa, are in operation. Korean has 57 items listed including “Joseon Royal Palace Signboards.”
